Conducting Baseline and Gap Analysis in Darkhan-Uul province for the SOAP II project

Commissioned by Geres INGO, MIRIM Consultant LLC is conducting Baseline and Gap Analysis in Darkhan-Uul province for the SOAP II project, providing consultancy and financial intermediary services for implementing project for sustainable energy efficient housing in the informal settlement of the province.

This project is funded by the European Union’s SWITCH-Asia program and co-implemented by the Building Energy Efficiency Center at the Mongolian University of Science and Technology (MUST), the Mongolian National Construction Association NGO, the Mongolian Women’s Fund, and the Mongolian Green Finance Corporation.

The project aims to (i) contribute to reducing greenhouse gas emissions and air pollution by insulating private homes in the selected provinces of Mongolia, (ii) establish a sustainable mechanism by developing the insulation market within the construction sector, and (iii) equip micro and small businesses in the construction industry by preparing workers as specialized insulation brigades and fostering collaborative operations at the practical level.

  • Between 2018 and 2022, the “SOAP I” project installed insulation in 1,546 households across the Sukhbaatar and Songino Khairkhan districts. This effort reduced 3,556 tons of greenhouse gas emissions, saved 2,411 tons of fuel, and trained 73 workers or construction crews from Micro, Small, and Medium-sized Enterprises (MSMEs) in insulation methods and techniques. Additionally, 20 different insulation solutions were developed.
  • The “SOAP II” project, running from 2022 to 2026, aims to support policies that promote sustainable consumption and production within the private housing sector. It focuses on developing and introducing energy-efficient solutions tailored to Mongolia’s unique conditions and contributing to greenhouse gas emission reductions. The project also seeks to create a market that enhances health, economic, and social well-being through efficient, sustainable solutions.

At the beginning of the “SOAP II” project, we collected both qualitative and quantitative data at national and local levels through mixed research methods.

  • We gathered information from stakeholders on energy-saving solutions, actions taken to reduce greenhouse gas emissions, lessons from previously implemented insulation projects, and future plans—especially those focused on delivering energy-efficient solutions for local communities and cities in Mongolia.
  • We also collected data on the current state of private housing, financial situation, heat loss, and future intentions to better understand the conditions of target households.
